Paul Chaves' emotional state lead to mis-read of prepared speech

 Kingston Councillor Paul Chaves apologized for remarks he made when discussing a report about intimate partner violence.

He made this remark towards the end of his speech. 

A victim of IPV himself, Chaves said the report that came a year after the city declared it an epidemic downplayed the experiences of males victims. 

Chaves said he mistakenly added the word "female," to that comment which he was reading off a prepared speech.
