The City of Kingston's calling for changes to the Rural Economic Development Grant Program.
Eighty-three percent of Kingston's land is rural, and the city council is pushing for hybrid cities like theirs to qualify for these types of programs.
City staff and council have talked informally about this for years, but now they're taking concrete steps to advocate for a change in eligibility rules, which currently exclude cities with populations over 100,000.
