Restructuring coming to Napanee's operations

New CAO aims for more efficiency

The Town of Greater Napanee is set to undergo significant administrative restructuring aimed at improving efficiency, transparency, and community engagement. Chief Administrative Officer (CAO) Matthew Grant outlined the changes during last nights council meeting, thanking members of the council, administration, and the community for their input and support.

Grant shared key priorities he identified from discussions with council members, which include enhancing corporate transparency, fiscal sustainability, administrative efficiency, and encouraging greater citizen participation in town decisions. He noted these were pretty consistent themes from council.

In his first 90 or so days as CAO, Grant observed that the town’s staff is highly dedicated and committed to the town and to the citizens.

However, Grant identified areas for improvement. He suggested reducing the size of the senior leadership team and focusing more support on mid-level staff. 

The restructuring will create two new positions: Director of Building and Planning, and Director of Corporate Capital Planning, Fleet, and Facilities. These positions will report to the General Manager of Growth and Infrastructure.

Grant stressed that the changes will be implemented using existing resources, with no need for additional staff or budget. 

Another area the CAO feels hey could use some attention is in the area of streamlining procurement and grant opportunities to achieve better results without increasing costs.

Grant’s plan is designed to ensure the town remains efficient and fiscally responsible while addressing community needs. With no additional staff or budget required, the restructuring reflects a commitment to making the best use of existing resources.

Town Council unanimously voted yes to endorse the changes being made by the CAO as outlined within the report.

Operational changes are to take effect today, October 9, 2024.
